Morgan Harris

Candidate for Councillor - Ward 13 (Toronto Centre)

In their own words

This candidate hasn’t listed a campaign website or social account with the Town. That says nothing about them as a candidate — it just means less of their material is published online for us to summarise.

Where they stand

Every candidate in this race is shown against the same 16 issues, in the same order, whether or not we’ve found something for each one. Why we do it this way.

PRE-WINDOW: Harris says Toronto must accelerate supportive-housing construction and fix planning-office delays behind the backlog.

  • PRE-WINDOW: RPTV recap of the Oct 22 'No One Left Outside' Ward 13 homelessness forum (hosted by Crisis in Our City Network + Mary Ward Centre); verified never extracted in any prior run
  • Harris, drawing on housing/homelessness services experience, argued Toronto must accelerate construction of supportive housing
  • He cited a backlog of people waiting for supportive housing and said delays in building planned units were preventing progress
“We need to deal with that within the administration, within the planning office and so on, not to mention funding,”

Morgan Harris says the planning process is broken: 7 years after HousingTO named 405 Sherbourne, it is still a parking lot.

  • The planning process is broken, affecting all housing types from private homes to public projects.
  • In 2019 the City's HousingTO 2020-2030 plan identified 405 Sherbourne for affordable housing — seven years later it remains a parking lot; 7-8 years to start a project is too long.
“The planning process appears to be broken and this affects all types of housing from private homes to public projects. Example in 2019 the city created HousingTO 2020-2030 Action Plan. I was invited to a consultation on that plan. Eleven city-owned sites identified for affordable housing. One site - a parking lot at 405 Sherbourne Street. Now seven years later, that site remains a parking lot. How can we build housing on that site before 2030? If it takes 7 or 8 years to start a project that is too long.”

Morgan Harris would improve public lighting and cleaning of public spaces; cites litter and drug trade co-opting parks.

  • Better public lighting and cleaning of spaces; littered spaces feel unsafe (e.g. Barbara Hall Park).
  • Drug traffickers exploiting addicts have co-opted public and private spaces; cites Allan Gardens moving the drug trade out of the park as a success.

“Better public lighting, and cleaning of spaces. In my ward, Toronto Centre, many public spaces are awash with litter which is demoralizing and contributes to unsafe feeling if using such spaces. Example: Residents have identified Barbara Hall Park as a problem area and there are other sites in the core. Drug traffickers exploiting addicts have co-opted public and private spaces for their use. Perhaps more so since safe consumption sites have been closed. Example of success was Allan Gardens moving the drug trade out of the park.”

This candidate has spoken about this issue more than once. Each statement is shown with its own source.

Morgan Harris would coordinate construction, optimize parking fees, discourage single-passenger vehicles, revisit congestion charges.

  • Better co-ordination of construction/repair work on streets and roads, mediating access during commutes and peak seasonal demand.
  • Optimize parking fees and street permits to maximize revenue, discourage single-passenger vehicles in high-congestion areas, and revisit a congestion charge scheme.
“Better co-ordination of necessary construction/repair work on streets and roads. With a view to mediating access especially during commutes and high-demand seasonal usage. Optimize parking fees/street permits to maximize revenue and find other means to discourage single passenger vehicles in high congestion areas at peak demand. Revisit congestion charge scheme.”

Morgan Harris would lower transit costs: make transit free for seniors, then other groups, until the TTC is free.

  • Lower costs of public transit; target making transit free for seniors and later other groups until the TTC is free to use.
  • Notes this is done in other places and can be done in Toronto.
“Lower costs of public transit. Target to make transit free for seniors and later other groups until the TTC is free to use. This is done in other places and can be done here.”
